At least we have that

I got off the train at a quarter after ten, having met an old coworker for drinks after class. Earlier in the day I had to lock my bike to a railing inside the el station rather than to one of the bike racks because they were all full. As I walked over to my bike, a middle-aged man came over and unlocked the bike next to mine.
I said "I wish they would install more bike racks in here, you know?"
He nodded his head, and said "Back when I still lived in Tokyo you had to pay."
"You had to pay to lock your bike inside the station?"
"No, you had to pay to lock your bike up on the street, like a parking meter. It's free here, so at least we have that. You'd think that the mayor would want to have more racks though."
